I think more like it was already there, but not shown.
Like when you get from Bowerstone Market place to the Bowerstone Cemetery, there is (I don't remember how many miles between the 2 places) but you can see in the area just before leaving a region, there is plenty or house you just can't go to, but they're already there.

That's exactly what they already did with Fable/TLC and Fable II, so why not Fable III?
