any1 got any idea?

I am just wondering, all of my towns ect.. is 4 star econemy. How do i get the boost from 4 starst to 5 stars? Ive tryed alot of things eg, Lowering taxes... I dont no what else to do. Please help.   Yours faithfully Leth01

I Recomend a game called Knights of the Old Republic 1 and 2, It is an original xbox game and it had me addicted to complete the story. Very Very fun, this game is fun and enjoyable even for non star wars fans.
