    Make sure they don't have any other desires that would outweigh their desire for making babies. If they have a high desire for food, for example, they will not breed until the storehouses are full. Make sure all of their other desires are fulfilled, perhaps temporarily making some of those breeders into farmers or whatever they need, and then they
